… GCEO says capital follows clarity, discipline, and delivery as Nigeria competes for global energy financing

The Group Chief Executive Officer of NNPC Limited, Engr. Bashir Bayo Ojulari, is set to take Nigeria’s energy reform story to the global stage at the 2026 Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC).
Ojulari will speak on Tuesday, November 3, 2026, during an Energy Talk (Fireside) session with John Defterios. His presentation is themed: “Nigeria’s Reform Agenda: Competing for Energy Capital.”
The high-level session is scheduled for 10:30 GST – 10:50 GST in Conference Room B at the ADIPEC venue in Abu Dhabi, UAE.
‘Capital Goes Where It Finds Clarity’
Ahead of the global summit, the NNPC GCEO took to his official social media platforms to outline his core message to international investors, emphasizing that the ongoing reforms in Nigeria’s oil and gas sector are yielding tangible results.
“The reforms are showing in the results: crude output at a five-year high, a final investment decision on Ima gas, and agreements advancing the Bonga Southwest deepwater project,” Ojulari stated.
He noted that attracting global capital requires more than just having resources; it requires a predictable and disciplined operating environment.
“My message to investors is simple: capital goes where it finds clarity, discipline and delivery. At NNPC Ltd, we are building on the reforms already underway and speeding up delivery,” he added.
Ojulari invited global stakeholders to join the session to understand how Nigeria is positioning itself in the fierce global competition for energy financing.
“Join me on Tuesday, 3 November, at 10:30 GST, in Conference Room B, to understand how Nigeria is competing and winning!” he urged.

Why It Matters
For decades, Nigeria has possessed some of the most lucrative energy assets in the world, yet it has historically struggled to attract the scale of foreign direct investment (FDI) needed to fully develop them. The global energy transition has only intensified this challenge, as international capital increasingly flows toward jurisdictions with stable regulatory frameworks and rapid project execution.
Engr. Ojulari’s appearance at ADIPEC one of the world’s most influential gatherings of energy policymakers, executives, and financiers is a critical diplomatic and economic move. His message, “capital goes where it finds clarity, discipline and delivery,” directly addresses the historical hesitations of international investors regarding Nigeria.
By highlighting concrete milestones such as the crude output hitting a five-year high, the Final Investment Decision (FID) on the Ima gas project, and progress on the Bonga Southwest deepwater project the NNPC GCEO is moving the narrative from potential to verifiable performance.
ADIPEC serves as a battleground for energy capital. Nigeria is not just competing against other African nations for funding; it is competing against the Middle East, Asia, and the Americas. Ojulari’s fireside chat will be a crucial test of investor confidence. If NNPC can successfully convince global financiers that the era of policy flip-flops is over and that the “Decade of Gas” is backed by actionable delivery, it could unlock the billions of dollars required to secure Nigeria’s long-term energy prosperity.
